Dear Mr. Page:

As stated in a letter dated July 19, 1984 (Attachment I), a new fire alarm systen was designed, budgeted and placed for bids that will provide en-hanced automatic fire detection for the fuel storage and facility area for the SNM-1050 License (within Building #554 on the University of Florida campus).

This system was expected to be installed and operational prior to December 31, 1984.

As indicated in a letter dated January 7,1985 (Attachment II), contrac-tor problems caused delays in installation of this sytem. However, as promised in the letter of January 7, 1985, installation of the new system was completed

and checked out. on February 11, 1985. However, the dedicated telephone line for the system had not been installed at that time. The dedicated telephone line was installed in late March and the final connection of the dedicated telephone line for the new Building #554 fire alarm system was completed and checked on April 10, 1985.

The University of Florida Safety Review Subcommittee for the UFSA Facili-ty covered by this license has been kept advised of all delays and has been informed of the April 10 final connection and operational status of the new fire alarm syst,em.

ENM-1050 License Extension

Dear Mr. Page:

It is respectfully requested that Special,Uuclear Material License No. SNM 1050 be extended until Septermber 30, 1985 under the conditions established by Amend::ent No. 5 to the License,

, dated August 26, 1983. The University of Florida Jafety Review Subcommittee.for the UFSA Facility covered by this license re-viewed the status and conditions on July 12, 1984 and concluded that the safety requirements are fully met and that a license ex-tension "for storage only" will provido the time needed to prop-erly plan the future use of the Facility.

The present status of the UFSA facility covered by SNM.1050 is as follows:

The fuel is stored in a safe configuration in the Nu-clear Research Field Building, as specified in our let-ter of July 15, 1980.

2.

The Facility has an NRC approved Physical Security Plan. The protection provided by this plan and systems

' exceeds the requirements established in 10CFR73 for Materials of Low Strategic Significance.

3.'

A new firo alarnt system has been designed, budgeted (and presently placed for' bids) that will provide en-hanced automatic fire detection for the fuel storage and facility area. This system will be' installed and operational prior to Decer.ber 31, 1984.

4.

'The facility has been partially dismantled and in-spected. No structural or other safety-related defects have been found. Parts of the control instrumentation need repair or replacement.

5.

The. fuel storage area is propecly maintained, including required surveillance activities. This Facility has an g g:mtI unblemished safety record, y.
