In the referenced letter the Supply System discussed the desirability of completing and documenting the NRC review of areas where a significant amount of resources have been expended by both organizations. The use of ITT Grinnell Stiff Clamps at WNP-3 is an example of such an issue and one for which the Supply System feels a substantial amount of progress has been made.

The attachment is a chronological listing of NRC and Supply System correspondence on this subject since June 25, 1982. In its June 15, 1983, letter from G. D. Bouchey to G. W. Knighton, the Supply System transmitted responses to five (5) NRC questions and a commitment to provide results of the then ongoing test program when complete. This testing program, which was conducted by ITT Grinnell at its facilities in Providence, Rhode Island, with overall supervision and directions being provided by Ebasco, is complete. A summary evaluation report is now being developed. This report, at the Supply System's request, will not only document the test results, but will revisit those question responses in need of updating based on the knowledge gained from the testing and address other concerns such as those raised in Inspection and Enforcement (I&E) Notice 83-80. Thus the Supply System believes this document will envelope all concerns regarding the Stiff Clamp concept which have arisen to date.

It is expected that the sumary report will be finalized and available for l transmittal to the NRC for review no later than July 31, 1985. The Supply System i is prepared to provide the support necessary to facilitate the NRC review of this  ;

report, including any meetings necessary to clarify specific aspects covered by the  ;

report or preparation of responses to further questions which may result. l i

This action would benefit the NRC and the Supply System in several ways. The NRC had retained the services of a contractor to assist it in its review. Both NRC and NRC contractor personnel have expended a considerable amount of effort on this issue which would likely have to be redone by new personnel if not comple N and documented now. For

, its part, the Supply System must continue to maintair 2 contractors in a mode of indefinite suspension. The ability to reach technica 6;. ?ement with the NRC will allow final settlement of complex commercial and . .cractual problems that otherwise might require years of litigation to settle. Additionally, to the extent that this issue contributes to the uncertainties regarding the estimate to

. complete WNP-3, its resolution would incrementally reduce those uncertainties and l 1 provide greater confidence in the ability to ultimately obtain an Operating License in a cost effective manner. Thus all parties have much to gain if the work done to date can be completed and formally documented.
