ENCLOSURE 1 NOTICE OF VIOLATION e
. Florida Power &' Light' Docket Nos. 50-250 and 50-251 Turkey Point License Nos. DPR-31 and DPR-41 i
The following violations were identified during an inspection conducted on December 17-21, 1984. The Severity Levels were assigned in accordance.with the NRC Enforcement Policy (10 CFR Part-2, Appendix C).
10 CFR 50 Appendix B, Criterion XII, and the licensee accepted QA Program (FPL-NQA-100A, Revision 7) collectively require that measures be established to assure that tools, gages, instruments, and other measuring and test devices are controlled, calibrated, and~ adjusted at specified periods to maintain accuracy within necessary limits.
Contrary to the above, measures have not been adequately established in that the calibration status of numerous 1astruments were urknown. Adequate measures have not been provided as indicated by the following examples:
a.
AP 019019, Control of Measuring and Test Equipment, paragraph 8.5, does not delineate controls applicable to the removal _of instruments from service that are past due calibration or are found to exceed required calibration tolerances.
This procedure only delineates controls applicable to removing instruments from service that cannot be repaired and recalibrated.
J b.
Maintenance Procedure 0731, the implementing procedure for calibration of measuring and test equipment in the Mechanical Maintenance Department, does not address removing instruments from service when no longer in calibration.
This is a Severity Level IV violation (Supplement I).
Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including:
(1) admission or denial of-the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which - will be taken to avoid further. violations; and (5) the date when full compliance will be achieved.
Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
