ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424 Vogtle Unit 1 License No. CPPR-108 The following violatioa was identified during an inspection conducted on March 11-14,1985. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

10 CFR 50, Appendix B, Criterion V, as implemented by paragraph 17.1.5 of the FSAR, requires, in part, that activities affecting quality shall be prescribed by documented instructions, procedures, and drawings, and shall be accomplished in accordance with these instructions, procedures, and drawings. Paragraphs 4.2 and 7.1.2 of Pullman Power Products Procedure X-18, _the applicable procedure for inspection of welds, require that the QC inspector verify that the weld-joint configuration complies with the applicable welding procedure prior to sign-off of visual inspection on the weld process sheet.

Contrary to the above, on March 12, 1985, activities affecting quality were not accomplished in accordance with prescribed pucedures in that for weld 001-W-02F on isometric drawing 1K4-1508-003-01, the QC inspector signed off the weld preparation configuration as being acceptable when, in fact, the weld preparation land thickness did not meet the 1/16" i 1/32" required by the applicable Welding Procedure Specification (WPS), 38-III/I-8-KI-1.

This is a Severity Level IV violation (Supplement II).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violation; (2) the reasons for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) tM date when full compliance will be achieved.-

Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
