Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specification Change Request No.134 In accordance with 10CFR50.90 and 10CFR50.91, GPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station, Provisional Operating License No. DPR-16 request changes to Appendix A of that license.
The subject Technical Specification Change Request incorporates a NUREG 0737 required Post Accident Sampling Program as identified by Generic Letter No. 83-36 and will revise section 6.
This Technical Specification Change Request has been reviewed and approved by Responsible Technical and Independent Safety Reviewers in accordance with Technical Specification section 6.5.
A check for $150.00 to cover the fee required for the review of our application for the Technical Specification Change Request is enclosed.

To outline the Post Accident Sampling Program developed for Oyster Creek.

Discussion:
To incorporate the requirements of NUREG 0737 as requested by Generic i
Letter 83-36 which identifies those items for which Technical i
Specifications are required.
Examples of amendments that are considered not likely to involve significant hazards considerations were provided in the Federal Register on April 6,1983 (48FR 14870). Technical Specification Change Request No.134 meets the provisions of example (11).
(as referenced above) in that this change constitutes an additional limitation, restriction, or control not presently included in the Technical Specifications. A copy of the modified page is provided.

Determination:
We have determined that the subject change request involves no significant hazards in that operation of the Oyster Creek Nuclear Generating Station in accordance with Technical Specification Change Request No.134 would not:

Involve a significant increase in the probability or the consequence of an accident previously evaluated; or i
2.
Create the possibility of a new or different kind of accident from any previously evaluated; or 3.
Involve a significant reduction in a margin of safety.

Addition of Item 6.17 2.
Extent of Changes To incorporate the requirements of the Post Accident Sampling System as required by NUREG 0737 and Generic Letter 83-36.

Changes Requested Add revised page 6-26.

Discussion Technical Specification Change Request No.134 identifies a NUREG-0737 required modification which was recently installed. This change will outline the Post Accident Sampling Program developed for Oyster Creek.

4 6.17 The following program shall be established, implemented, and maintained.
Post Accident Sampling A program has been established which will ensure the capability to obtain and analyze reactor coolant, radioactive iodines and particulates in plant gaseous effluents, and containment atmosphere samples under accident conditions.
The program shall include the following:
1.
Training of personnel in sampling and analysis 2.
Procedures for sampling and analysis 3.
Provisions for verifying operability of the System.
