Dear Mr. Hamadeh:

I am restanding to your request that the NRC conduct a public meeting to discuss the status of issues related to reactor vessel water level instrumentation at Pilgrim. While we continue to be satisfied with the Boston Edison Company response to this issue, the NRC will conduct a second public information meeting on February 3,1993, beginning at 7:00 pm in the Sheraton-Plymouth Hotel, Plymouth, Massachusetts.

We believe the initial meeting on this issue on August 29,1992, was conducted in a forum that encouraged open information exchange and was viewed as constructive. However, in an effort to be responsive to comments received from local officials following the August meeting, we intend to refine the format of the upcoming meeting.

Specifically, after a brief NRC presentation that statuses this issue, we will initially take questions posed by elected and appointed officials. Following that, we will open the meeting to questions from the attending public. In the interest of providing all attendees an oppartunity to ask questions, we will ask that those who plan to pose questions to the NRC staff place their names on a roster maintained by a desi nated meeting assistant. The order of questions will be taken from this roster, and F

we plan to limit oral questioning to a reasonable time period. As always, questions may be presented in written form and the staff response would subsequently become a matter of public record.

I trust this meeting format is responsive to your iequest, while maintaining consistency with NRC policies. My staff will contact you or your designee the week of Jarmary 18 to develop a list of anticipated attendees, and to address any questions you may have. If you or members l

Dear Secretary Chilk:

On August 29th the NRC visited Plymouth to meet with local officials and answer questions concerning the condensate pot lasuo at the Pilgfdn Nuclear Power Station. We understand that many meetings, theories and diu;ussions have transpirod since August betwoon the NRC, Boston Edison and the Boiling Watt;r Operators Group on this subject. Our Board of Selectmen therefore would approciato a follow up to that meeting so that an updato on the status of the condansate pot can be pmsentod.

Our concern is that we not havo to rely on newspaper articles or other indirect 30urcos for information about what has transpired and what courses of action are now being taken regarding this safety matter.

It is our understanding that the condensate pot is the main instrument to measuro

the water level in the reactor coro. According to Paul Blancho of Northeast Utilities, the design of this instrument is f aulty. We understand that the Instrument can give erroneously high water level readings during an accident or

during any rapid depressurization and that this could lead to a moltdown. At f

Pilgrim we're told, there is a history of faulty readings with the condenseto pot, At the upcoming requested meeting we suggest that tho same format used at the August 29th meeting be used and also request that Mr. Ashok Thadani, along

This Board of Selectmen is advisod by our Nuclear Affairs Committeo of some l

l questions the committeo raised with the NRC after the August mooting, which in 9

tum were answered by the NRC. Those questions, the answers and now follow-

h One issue, then, is the definition of " inoperable." A Patriot Ledger article 7

recently quoted Paul Blanche es saying: "...we should ricciare these instruments F
