Gentlemen:
SUBJECT: REPORT NOS. 50-259/85-20, 50-260/85-20, AND 50-296/85-20
NRC conducted a special safety inspection from March 21 through March 28, 1985, of
cctivities authorized by NRC Operating License Nos. DPR-33, DPR-52, and DPR-68
f or your Browns Ferry facility.
The inspection included a review of certain
electrical circuit problems associated with the High Pressure Coolant Injection
system.
YoJr. attention is invited to unresolved items identified in the Inspection Report.
These matters will be pursued during future inspections.
-The violation described in the enclosed Inspection Report is under considera-
tion for escalated enforcement action. Accordingly, a Notice of Violation is not
being issued at this time. No response to this letter is required. However, be
,
advised that the number and characterization of violations described in the
enclosed report may change as a result of further NRC review.

You will be advised by separate correspondence of the results of our delibera-
tions on this matter.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the enclosure
will be placed in the NRC's Public Document Room.
