Gentlemen:
Millstone Nuclear Power Station, Unit No. 1 Proposed Technical Specification Change Pursuant to 10CFR50.90, Northeast Nuclear Energy Company (NNECO) hereby proposes to amend its operating licer.se, DPR-21, by incorporating the attached change into e
the Millstone Unit No.1 Technical Speciffcations. The change would revise the surveillance intervals for local leak rate tests to meet the intent of 10CFR50, Appendix J.
Currently, the Technical Specifications do not include the stipulation in Appen-dix J that Type B and C Test Frequency shall not exceed two years. This was first identified in the NRC's Office of Inspection and Enforcement Inspection Report Number 50-245/77-5, as an unresolved item number 77-05-11.
In a subsequent I&E Inspection Report Number 50-245/78-09, this item was discussed further. We agreed to submit a Technical Specification change request, by June 1,1978, to correct the frequency statement for Type B and C testing. This proposed change fulfills that commitment. As defined in 10CFR170.22, this change is a Class III Amendment.
The change results from an NRC requirement (by I&E) to resolve this issue; it is simply to clarify the Technical Specifications; it has only minor safety signi-ficance; it is issued for the convenience of the Commission, and is, therefore, exempt from any application fees.
Our Safety Evaluation of this change concluded that it does not constitute an un-reviewed safety question as defined in 10CFR50.59. The Millstone Unit No. 1 Nuclear Review Board has reviewed and approved this change.
