Box 15830, Sacramento, CA 95813; (916) 452-3211 AN ELECTRIC SYSTEM SERVING THE HEART OF CALIFORNIA RJR 85-300 June 17, 1985 J B MARTIN, REGIONAL ADMINISTRATOR REGION V 0FFICE OF INSPECTION AND ENFORCEMENT ATTN: DOCUMENT CONTROL DESK U S NUCLEAR REGULATORY COMMISSION WASilINGTON DC 20555 DOCKET No. 50-312 LICENSE NO. DPR-54 SPECIAL REPORT NUMBER 85-07 The Sacramento Municipal Utility District hereby submits Special Report 85-07 in accordance with Rancho Seco Nuclear Generating Station Technical Specification, Sections 3.14.6.2 and 6.9.5.E. This report provides an updated list (attached) of non-functional fire barriers reported in our May 17, 1985 Special Report 85-
.04 and identifies any non-functional fire barriers detected since that report which were not restored to functional status within seven (7) days. It should be noted that the breached barrier list has been modified to reflect the area desig-nations used in the District's updated Fire llazards Analysis.
Ef fective June 14, 1985, the District has committed to meet the applicable re-quirements of 10 CFR 50, Appendix R, or to take the appropriate compensatory action. This commitment will result in reporting additional fire barrier pene-trations which potentially require corrective action to meet Appendix R require-ments. Thus, these fire barriers are considered non-functional for purposes of specifying fire watches and will be included in our next Special Report.
The District has evaluated each non-functional barrier against the requirements of Technical Specification 3.14.6.2 and has verified that the appropriate fire watch has been established.
The District presently has two crews working to reseal non-functional fire barriers. We have completed the walk down for all'of the electrical penetrations and identified fire seals that need to be resealed and/or fixed. We have iden-tified 105 fire doors that need miscellaneous work. We have scheduled to have both the doors and the electrical penetration seals fixed by August, 1985. We still have a six-man crew in the field walking down mechanical penetrations.
Next month's listing will include any new penetrations found.
If-you have any questions concerning this list, please contact Mr. Ron W. Colombo at the Rancho Seco Nuclear Generating Station No. 1.
