REQUEST FOR ADDITION.'.L INFORMATION FOLLOWING PRELIMINARY STAFF REVIEW OF LICENSEE RESPONSES TO GENERIC LETTER 83-28 Re: James A. FitzFatrick Nuclear Power Plant The staff has completed a preliminary review to assess the completeness and adequacy of licensee responses to Generic letter 83-28 Items 2.1, ?.2, 3.1.3, 3.2.3, 4.4 and 4.5. For FitzPatrick, your responses were found to be ir, complete for Items 2.1, 2.2.1, 2.2.2, 4.5.2 and 4.5.3. Brief descriptions of the deficiencies are given as guidelines for corrective action in the enclosed Request for Additional Information. Efforts by Owners Groups, INPO and NSSS vendors have been or are being made to produce generic responses that may be useful in meeting the requirements of Generic

_ Letter 83-28 Items 2.1, 2.2.1, P.2.2, 4.5.2 and 4.5.3. You may wish to contact your

'0wners Group or INPO regarding the applicability of such generic responses to the FitzPatrick facility.

In order to preserve our present review schedule, the staff needs to have the supplementary information within 60 days of receipt of this letter for Items 2.1, 2.2.1, 7.2.2, and within 90 days for Items 4.5.2 and 4.5.3. If you intend to formally endorse the BWR Owners Group response to item 4.5.3 (NEDC-30844), the staff should be advised within 60 days. Your plant-specific response to item 4.5.3 should then be provided within 90 days after NRC completes its review of NEDC-30844 and issues its evaluation. We request your cooperation in meeting this schedule.

REQUEST FOR ADDITIONAL INFORMATION JAMES A. FITZPATRICK NUCLEAR POWER PLANT Item 2.1 (Part 1) - Incomplete '

Licensee needs to confirm the review cf the RTS classification program is complete and that it verifies that RTS components are classified as safety-related and identified as such on all documentation and in information handling systems.

Item 2.1 (Part 2) - Incomplete Licensee needs to submit a description of its program to establish and maintain an interface between all vendors of components needed to perform reactor trip and the licensee. Information submitted shall describe how the program assures that vendor technical information is kept current, complete, and controlled throughout the plant life; how the division of responsibility between the licensee and vendors who provide test and maintenance services is handled; and verify that lists of vendor technical  :

1 information and the information itself is available at the reactor site for audit, j

Item 2.2.1 - Incomplete Licensee needs to provide response to sub-items 5 and 6 to address design verification and qualification testing and to address the classification i of equipment important to safety.

Licensee needs to present his evaluation of the NUTAC program and describe how it will be implemented at FitzPatrick. This program needs to be supplemented because it fails to address the establishment and maintenance of an interface between the licensee and all vendors of safety-related I

Item 4.5.2 - Incomplete Licensee needs to verify that all components needed to perform reactor trip (RTS components) can be tested on line (backup scram valves excepted). Any generic reviews that are applicable for your plant should be provided for staff review.

Item 4.5.3 - Incomplete l The staff finds that modifications are not required to permit on-line '

testing of the backup scram valves. However, the staff concludes that _

licensee needs to provide the results of a review of existing or proposed =g j intervals for on-line testing considering the cuncerns of sub-items 4.5.3.1 to 4.5.3.5 of the generic letter. The response shall show how these i ,rghli intervals result in high reactor trip system availability and prednt =? I proposed Technical Specification changes for staff review. I The staff has just received the BWR Owners Group response to Item 4.5.3 (NEDC-30844). If the licensee intends to fomally endorse the Owners Group 1
