Byron Station Units 1 & 2 Conduct of Operations Improvement Program NRC Docket Nos. 50-454 and 50-455.

Dear Mr. Hinds:

On May 28,1985, a group from Commonwealth Edison including Messrs. Tom Malman, Vern Schlosser, and Robert Querio met with Messrs. R.F. Warnick, W. Forney, J. Hinds and K. Connaughton of your staff. They discussed actions which Commonwealth Edison Company has taken and/or has initiated to enhance performance in the area of Conduct of Operations. The purpose of this letter is to provide documentation of the information which Commonwealth Edison provided to members of your staff relative to these actions which include communications, LER/DVR program, surveillance and housekeeping.

If you or your staff have any questions regarding this matter, please direct them to my staff.

CONDUCT OF OPERATION IMPROVEMENT PROGRAM Action Items:

1. Communications improvement.
2. Reduce number of LERs/DVRs
3. Eliminate missed surveillances
4. Housekeeping improvement Implementation COMMUNICATION Monthly Plant Status Report Report shows trends of various activities which can be used for future planning and scheduling.

Department Heads will submit information for the report First report out in June,1985 for month of May,1985 By Aug,1985 report will be out by 15th of month Each department will be required to submit a list of activities planned or initiated to eliminate problems identified.

Upgrade future reports based on feedback received.

Shift Overview Superintendent (SOS) Involvement Maintains a general awareness of plant status Monitors selective activities Verifies adherence to procedures Ensures prompt attention to errors and problems Ensures proper communications and coordination of plant activities The SOS will now perform the additional functions or duties:

Acts as Station Communicator for off-site communications

- Ensures data is collected for potential significant DVR/LER conditions which occur

Tech Staff System Interaction The following Technical Staff Rounds Program will be established and fully implemented by July 15,1985.

Daily alarm review.

Daily, weekly, monthly and non-routine plant rounds.

System Engineer will become cognizant of surveillances, work packages and modifications for their system.

Operator logs will be reviewed, trends identified, and out-of-tolerance readings resolved.

Increase Awareness Of Personnel To Day-To-Day Activities Plan-of-the-Day has been upgraded to contain information vital to each Department.

Departments will communicate to their personnel on a daily basis.

A daily plant status review will be posted throughout the plant to better disseminate information to station personnel.

Shift briefings will be conducted each shift and will be upgraded to include departments that are involved in current plant activities.

REDUCE NUMBER OF LERs/DVRs

- DVR/LER's have been reduced by implementation of corrective action and involvement in root cause determination by the System Engineers.

DUR investigation will provide a Root Cause brief and an initial trend c'.assification the following working day.

- Trending programs will be updated and distributed daily.

Conduct of Operation Improvement Program Page 3 ELIMINATE MISSED SURVEILLANCES Problems have not been caused by inadequacy of the surveillance program.

Missed surveillance resulted from equipment problems / failures necessitating LCOAR conditions Non-routine surveillances have been added to the plant mode change checklist.

LCOAR information is being provided by the Shift Engineer to the departments having the action for response.

Administrative aids such as LCOAR boards have been established in various departments to highlight and track pending/ continuing LCOAR routines.

HOUSEKEEPING IMPROVEMENT Continue to promote housekeeping responsibilities through the Housekeeping Subcommittee.

An " Action Group" has been formed and is responsible for resolving housekeeping concerns.

Operations Department has established shift plant cleaning stations in the Turbine Building.

Additional plant area cleaning stations will be established.

- Unit 1 contractor work areas are being relocated from the Unit I to the Unit 2 side of the building.

- Most contractors are in support of Unit 2 activities.

- Relocation will be accomplished by moving the temporary security fence.

- Establish program by July 15,1985 to identify and label scaffolding on Unit I to control its placement and duration of installation.
