Diablo Canyon Nuclear Power Plant NPDES Permit No. CA0003751 We have reviewed Draft Order 85-101. NPDES No. CA0003751, Waste Discharge Requirements for Diablo Canyon Nuclear Power Plant. Our comments are listed below.

1) Finding 2, page 1. The maximum estimated electrical generating capacity is 2,178 MWe.
2) Finding 4, page 2. Discharge 001A(2) should have a sentence stating that some of the discharges are to yard storm drains. Discharges 001A(1), (2) and (3) should each provide for discharge of fire water used for washing and fires.
3) Finding 4, page 4. Discharge 001I also has a polymer added as an anti-scaling agent.
4) Finding 4, page 4. Discharge ODIN is a proposed secondary treatment plant which may or may'not result in a point source discharge. Whether or not the treatment plant is installed as proposed, the leach field will be retained either as a primary or backup waste discharge system.
5) Finding 4, page 5. Diccharge 003 should be revised to include Discharge 013 as described on page 6. The new discharge 003 will be the Intake Screen Wash and Seawater Reverse Osmosis System Blowdown. The combined 6

volume will be 7.06 x 10 GPD and the discharge point will be to the ocean at a point located on the ocean side of the west breakwater.

7) Effluent Limitations B.S. and B.6., page 11. Discharge 013 should be deleted from B.5 and B.6 because,_

4 Discharge 013 is now included in Discharge 003.
