Gentlemen:
This refers to the special inspection conducted by Messrs. W. Rogers,
D. Kosloff and M. Ring of the Region III staff during the period April 9
through May 31, 1985, of activities at the Davis-Besse Nuclear Power Station
authorized by Operating License No. NPF-3.
The results of the inspection were
discussed on May 24, 1985, during an Enforcement Conference held in the
Region III office between you and others of your staff and Mr. J. G. Keppler
and other members of the NRC staff.
The inspection report identifies areas examined during the inspection.
Within
these areas, the inspection consisted of a selective examination of procedures
and representative records, observations, and interviews with personnel.
We are releasing this report at this time for your information.
You will be
notified by separate correspondence of our decision regarding enforcement
action based on the findings of this inspection.
No written response is
required until you are notified of the proposed enforcement action.
In accordance with 10 CFR 2.790, " Rules of Practice," a copy of this letter
and the enclosure will be placed in the NRC Public Document Room.
We will gladly discuss any questions you have concerning this inspection.
