' License No. SNM-1227 Docket No. 70-1257

Dear Mr. Hickey:

Siemens Power Corporation requests an amendment to License No. SNM 1227 to revise the surface and groundwater sampling programs described in paragraphs 5.2.1 and 5.2.2, respectivtly. The change in paragraph 5.2.1 is a minor one - the forage from station 6 shall be sampled during the growing season, the same as for station 5. The change in paragraph 5.2.2 specifies the use of five new wells to be used to detect radioactivity in the groundwater, The new wells are shown in a revised Figure 1.5.2. Revised pages 5-5 and 5-6, as well as a revised Figure 1-5.2 (page 5-11) are enclosed for your review.

If you have any questions regarding this request, please contact me at 509-375-8663.

Very truly yours, James B. Edgar Staff Engineer, Licensing JBE:pm Enclosures JBE;92:179/ File 130007 Siemens Power Corporation 1 )l

' periodically as a part of our environmental monitoring program to maintain a general l

overview of concentrations in the groundwater of those chomicals which are representa-I tive of lagoon solutions, as well as uranium.

In the event that a leak in an upper liner is detected, repair of the liner will be scheduled and completed. A report of the leak, including results of the investigation and i

corrective actions takon, will be forwarded,in writing, to the Director, NRC-Region V within 90 days of detection of the leak.

5.2 Environmental Monitorina i

SPC conducts a routino environmental surveillance program in relation to the operation of the Richland plant. Surface and groundwater samples are collected from strategic locations in the environment and analyzod for pertinent chemicals and uranium.

5.2.1 Surface Samplina Sampling stations shall bo established both on-site and off sito near points of expected maximum concentrations. The schedulos for the various sampling stations are identified below. Soo Figure I-5.1 for the location of the stations.

4 5.2.3 Sanitary Sewer Sludne Samolina The releaso of radioactive material to the sanitary sower system is controllod and monitored as described in proceding Section 5.1.2 of this Application. At the Richland sewage treatment facility, the sludge is continuously removed from the process, do-

~

watored to a semi-dry solid, and trucked to a sanitary landfill on a daily basis. - Samples of sludge are taken monthly by the licensoo and analyzed for uranium. The analysos are j

converted to picocurlos of uran um per gram of sludge as transferred to the landfill, if a -

running average of the analyses over a six-month period exceeds 25 picocurlos por gram

, or any singlo confirmed results equal or excoeds 30 picoeurios, an immediate investiga-

! tion will be required, and a plan of action institutod. The action plan, as a minimum, will-

, require a reduction, or even elimination, of discards to the sewer systnm until the sewer j sludges contain loss than 25 picoeuries uranium per gram. Any confirmed monthly

' sludge samplo result of 25 picoeuries por gram (or highor) will be brought to the attention of Chief, Fuel Cycle Safety Branch, NRC, 1
