The annualized random testing rate for TMI Licensee Employees is 116%.

The annualized random testing rate for Oyster Creek and Three Mile Island Contractor Personnel is 102%
NOTE:
The Contractor random pools for Oyster Creek and Three Mile Island have been combined into one pool.
}UMMARY OF MANAGEMENT ACTIONS 1.
There was one (1) GPU system employee who tested positive for alcohol. The employee was discovered as a result of random testing.
The employee was suspended without pay for fourteen (14) days and referred to the Employee Assistance Program for counselling.
GPU Nuclear Management has since cleared the employee for return to work based upon recommendations received from the Employee Assistance Program counselor.
There were two (2) contractors who tested positive for drugs. Both individuals were identified as a result of pre-badge testing.
Both individuals were permanently denied access to GPU Nuclear facilities.

GPU Nuclear began an on-site drug screening program at Three Mile Island on January 7,1992 and at Oyster Creek on February ll,1992. However, as a result of a Quality Assurance audit, on-site drug screening activities were suspended at both sites on February 27,- 1992 due to two audit findings.
One finding was issued for testing for phencyclidine (PCP) at a level three times higher than the regulation permitted. The cause of this deficiency was that Syva provided software and reagents for phencyclidine which had a cutoff level of 75 ng/mi with the ETS system. Syva was aware of our 25 ng/ml cutoff, however, we were not aware that Syva could not support that requirement. Upon discovery of the deficiency the on-site: laboratory was immediately shut down and Syva was contacted.
When the on-site testing facility was closed GPU Huclear forwarded specimens to its NIDA certified laboratory (SmithKline). New software'and reagents which support 10 CFR Part 26 requirements) have now been installed at b(oth Oyster Creek and Three Mile Island by Syva.
To prevent reoccurrence, all contracts with -
this vendor have been placed within QA plan scope.
The second finding identified that quality control samples were not included with each batch of specimens. screened by the on-site screening facilities as required by -10 CFR 26.
The Medical Departments interpretation of " quality control" samples was different than the GPU Nuclear audit team interpretation.
The appropriate Medical Department procedure (6000 ADM-2002.10 Rev. 2) was revised to reflect that '" quality control" samples will be included with each batch of_ specimens screened.

GPU Nuclear also provided information regarding Syva's inability to provide reagents for PCP at 25 ng/ml to the INP0 Nuclear Network.

SUMMARY
OF MANAGEMENT ACTIONS 1.
No positive test results were received during this reporting period for this location (Parsippany Headquarters).

Fitness-For-Duty samples that are collected in Parsippany, NJ (Headquarters) are forwarded to either Three-Mile Island or Oyster Creek for screening.
As a result of the audit findings identified below all samples from Parsippany were forwarded to GPU Nuclear's NIDA certified laboratory (SmithKlint) dur'ng the time period the on-site laboratory was not operating.
