1.0 INTRODUCTION
By letter dated Septtmber 25, 1992, the Baltimore Gas and Electric Company (the licensee) submitted a request for changes to the Calvert Cliffs Nuclear Power Plant, Unit Nos. I and 2, Technical Specifications (TS).
The requested changes would revise Technical Spe:1ficatirn 4.7.1.2,a.A to exclude the surveillance requirement to verify valve positions every 31 days for those valves that are locked, sealed, or otherwise :e:ured in it.eir cor:ect positions and which are in the direct flow path of the aux.' liar) feedwate r system.
These valvas are included in a Calvert Cliffs Facility program wt.ich provides administrative control requirements for locked valves.
2.0 PACKGROUND Amendment No. 154 to facility Operating License No. DRP-53 and Amendment No.
134 to facility Operating License No. DPR-69 for the Calvert Cliffs Nuclear Power Plant, Unit Nos. I and 2, respectively, were issued on June 10, 1991.
One of the items approved in these amendu1ents was to remove those valves in the flow path of the containment spray system which are locked, sealed, or otherwise secured in their correct positions, from the previous surveillance TS requirement to verify their position every 31 days, as nnted in the supporting safety evaluation (SE) the requested change in the survcillaace requirements was consistent with other safety-related systems valves which are lockad, sealed, or otherwise secured in their correct position and which do not require the 31 day surveillance verification.
3.0 EVALUATION During the NRC staff's evaluation of the above referenced amendments, we verified that the valves which are locked, sealed, or otherwise secured in their correct positions, were excluded from the 31-day surveillance verification requirement for the emergency core cooling system, component cooling water syt tem, service water system, and the salt water system.
The issuance of the amendments added the containment spray system to this list.

. As noted in the supporting SE, the NRC staff was provided a copy of the procedure used to define the administrative controls required for lccked valves.
The procedure provides:
the criteria for locking valves; tte acceptable methods used to lock valves; tagging requirements; surtei. lance requirements; and record keeping requirements.
We have determined that the exclusion of those valves in the auxiliary feedwater system which are locked, sealed, or otherwise secured in position from the surveillance requirement of TS 4.7.1.2.a.4 is acceptable.
This cMnge will make the surveillance requirements for the auxillary feedwater systam consistent with the other safety-related systems identified obve and the idministrative controls for the lockec' valves are included in the Calv6r+
Clif /s Instruction 309B which provides reasonable assurance that the valves will be properly positioned.
4.0 STATE CONSULTATLQJ In accordacce with the Commission's regulations, the Maryland State official was notiftad of the proposed issuance of the amendments.
The State official had na comments.
5.0 INVIR00tiENTAL CONSIDJRATION The amendments chwge a requirement with respect to installation er use of a facility component located within the,estricted area as defined in 10 CFR Part 20, and changes to survePl e requirements.
The NRC staff has determined that the amendments inv u e no significant increase in the amounts, and no significant change in the types, cf any effluents that may be released offsite, and that there is nc significant increase in individual or cumulative occupational radiation exposure.
The Commission has previously issued a proposed finoing that the amendments involve no significant hazards consideration, and there has been no public comment on such finding (57 FR 48812).
Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CFR 51.22(b) no envircnmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.
6.0. [0!!(LUSION The Commission has concluded, based on the considerations discussed above, that:
(1)- there is reasonabla assurance that the health and safety of the public will not be endangered by operation in the proposed ma'nner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the comon defense and security or to the health and safety of the public.
