Subject: Inspection Report No. 50-271/85-04

This refers to the special safety inspection conducted by Mr. A. A. Varela of

this office on April 9-12, 1985 at your office and the Vermont Yankee Nuclear

Power Station, Vernon, Vermont, of activities authorized by NRC License No.

DPR-28 and to the discussions of our findings held by Mr. Varela with

Mr. A. C. Kadak of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspector.

Within the scope of this inspection, no violations were observed.

However, one unresolved item was identified regarding the extent of testing and

analyses performed on the concrete expansion anchors associated with deadweight

supports on Seismic Category 1 systems. Accordingly, to address this concern

we met with Mr. A. C. Kadak on May 23, 1985, to review the actions you had

taken. Also, a Confirmatory Action Letter was issued on June 5,1985, to

confirm your commitment to complete the necessary tests and analyses on these

supports prior to startup from the September 1985 outage.

No reply to this letter is required. Your cooperation with us in this matter

is appreciated.
