SUBJECT:
CATEGORICAL EXCLUSION FOR AMENDMENT REQUEST DATED APRIL 23, 1985 AND ITS SUPPLEMENT DATED MAY 20,-1985 By letter dated April 23, 1985, and its supplement dated May 20, 1985, GA requested authorization to modify its radiological safety and environmental surveillance requirements during periods of specified limited operations. Because of the large reduction in fuel element fabrication activities, GA requested a reduction of frequency.for environmental sampling.
Results of the existing monitoring program, which has been in place for nearly the lifetime of the facility, show that environmental concentrations have been well below applicable limits and the proposed changes can be made without decreasing the effectiveness of the program. Moreover, there should be a corresponding decrease in the amount of effluents that may be released to offsite. Accordingly, the staff has concluded that the following conditions have been met:
1.
There is no significant increase in the type or significant increase in the amount of any effluents that may be released offsite, 2.
There is no significant increase in individual or cumulative dccupational radiation exposure, 3.
There is no significant construction impact, and 4.
There is no significant increase in the potential for or consequences from radiological accidents.
Therefore, in accordance with 10 CFR 51.22(c)(11), an Environmental Assessment or an Environmental Impact Statement is not warranted for this proposed action.
