Dear Sir:
As a result of discussions with your staff, the Authority is further clarifying the relationships between the FitzPatrick Emergency Response Facilities (ERFs) and the SPDS (Safety Parameter Display
. System) completion schedules.
Specifically, this letter describes an interim method to provide the required information to the new t
FitzPatrick Emergency Operations Facility (EOF) until the SPDS is l
complete.
In the Authority's SPDS Implementation Plan (Reference 1), we l
described our plans and schedules for the integration of the five l
items in NUREG-0737 Supplement No.
1.
That plan described the use of the SPDS to supply plant parameter information to both the Technical Support Center (TSC) and EOF.
The plan also emphasized that the completion date for the new EOF did not include l
installation and operation of the SPDS.
The Authority will however, have the ability to monitor critical l
plant parameters at the EOF on its scheduled completion date.
An Interim Data Acquisition System (IDAS) will be available until the i
SPDS is fully operational.
Attachment No. 1 describes the IDAS in l
detail.
Therefore, the new FitzPatrick EOF will be fully functional l
June 28, 1985.

The Technical Support Center (TSC) has had access to the existing plant process computer since it was declared fully functional in March 1981.
The new IDAS will replace the existing system in the TSC so that both the EOF and TSC will share a common plant information' system.
Both facilities will be upgraded to EPIC /SPDS display consoles in accordance with the SPDS schedule.
This information should clarify our ERF implementation plans.

Attachment No. 1 to JPN-85-48 NEW YORK POWER AUTHORITY James A. FitzPatrick Nuclear Power Plant Interim Data Acquisition System - Description The New York Power Authority has developed an Interim Data Acquisition System (IDAS) to collect, store, display and communicate information on plant conditions.
This IDAS will be used in the FitzPatrick Emergency Response Facilities (ERFs) until the permanent SPDS computer is fully functional.
(Refer to Reference No. 1 for a description of the FitzPatrick SPDS.)
The IDAS will_ provide ERP personnel with access to all plant variables currently available on the existing plant process computer.
The system will be used to supplement the information disseminated on the data sheets listed in the FitzPatrick Emergency Plan.
As presently configured, the system employs a r,eparate and discrete computer system to process and store uequential file
" dumps" from the plant's process computer.
The interim system supplements the existing process computer for use in emergency facilities.
Files are updated at approximately 5 minute intervals.
All JAFNPP process computer points are read and stored.. Access to this information is limited to properly logged-in individuals.
Several different reports are available from the system for use in the emergency facilities.
System access is via dial-up 1200 baud modem.
ERF personnel can only access the most recent 5 minute update.
The system can handle up to 11 separate display terminals.
A hard-copy of data and time-of-data can be obtained using this system.
The IDAS will be accessible from each of the locations listed on Table No. 1 by June 28, 1985.
