Subject:

Braidwood Station Units 1 and 2 Environmental Report - OL Stage NRC Docket Nos. 50-456/457

Dear Mr. Denton:

Enclosed is Amendment 7 to the Braidwood Station Environmental Report - Operating License Stage. This Amendment consists of voluntary revisions to update and correct the report. The revisions cover material i contained in the following chapters:  !

Chapter 3 The Station i Chapter 6 Effluent and Environmental Measurements and Monitoring Programs  :

l Amendment 2 QE100.1 Section 3.9 Transmission Pacilities, Subsection 3.9.1 Location of and Description of Right-of-Way and QE100.1 have been revised to clarify '

what aspects of the transmission rights-of-way (ROW) are timely for review in accordance with provisions of the National Environmental Policy Act.

This Amendment removes details of future uses of portions of ROW's that are not needed for construction of transmission lines to transmit power from Braidwood Station Units 1 and 2. These ROW portions were originally included in the Environmental Report because at the Construction permit stage we considered that additional units in the Braidwood Vicinity would be needed to meet our load growth within seven years af ter Braidwood Units 1 and 2 came into service. We determined that the output of those units could be delivered to our system most efficiently by a 765 kV transmission line, j and we acquired the subject ROW portions for that purpose. Since that time  !

the situation has chan3ed. Substantial decline in our load growth has led j to deferral of our planned capacity additions, and we do not now plan to I construct additional units at Braidwood for at least 25 years. We,

! therefore, do not plan to construct a 765 kV line associated with Braidwood station until at least that time.

i The existing land uses have been identified and archeological I surveys made for all ROW's associated with the Braidwood transmission lines l

. including additional properties obtained for future use. It is not timely

,A '

to conjecture what the ultimate use of this property may be since it is not required for Braidwood Station Units 1 and 2, the licensing of which is the Federal Action under consideration.

Chapter 6: Kffluent and Environmental Measurements and Monitoring Programs: Subsection 6.1.5.1 Samplina Media. Locations, and frequency (Radiological Monitoring) has been revised so that air sampling locations depicted on Figure 6.1-7 correspond more closely with their locations as indicated in Table 6.1-10.

Three (3) originals and forty-one (41) copies of this letter together with forty-one'(41) copies of Amendment 7 are being provided for your use. In accordance with 10 CFR 51.40(b), an additional one hundred nine (109) copies of this Amendment are being held for direct distribution to Federal, State and local officials, as appropriate.

Please address any questions that you or your staff may have regarding this matter to this office.

Chapter 3 The station Chapter 6 Effluent and Environmental Measurements and Monitoring programs Amendment 2 QE100.1 section 3.9 Transmission Facilities, subsection 3.9.1 Location of and Description of Riaht-of-Way and 95100.1 have been revised to clarify what aspects of the transmission rights-of-way (ROW) are timely for review in accordance with provisions of the National Environmental Policy Act.

This Amendment removes details of future uses of portions of row's that are not needed for construction of transmission lines to transmit power from Braidwood Station Units i and 2. These row portions were originally included in the Environmental Report because at the Construction Permit stage we considered that additional units in the Braidwood vicinity would be needed to meet our load growth within seven years af ter Braidwood Units 1 and 2 came into service. We determined that the output of those units could be delivered to our system most efficiently by a 765 kV transmission line, and we acquired the subject row portions for that purpose. Since that time the situation.has changed, substantial decline in our load growth has led to deferral of our planned capacity additions, and we do not now plan to construct additional units at Braidwood for at least 25 years. We, therefore, do not plan to construct a 765 kV line associated with Braidwood station until at least that time.

The existing land uses have been identified and archeological surveys made for all row's associated with the Braidwood transmission lines including additional properties obtained for future use. It is not timely l

to conjecture what the ultimate use of this property may be since it is not required for Braidwood Station Units 1 and 2, the licensing of which is the Federal Action under consideration.

Chapter 6: Ef fluent and Environmental Measurements and Monitoring Programs: Subsection 6.1.5.1 Sampling Media.
