Enclosure 1 is our input to the Waterford SER Supplement No. 4. This input addresses' the problem of potential flooding of safety-related equipment in the cooling tower areas. This problem was identified on pages 2-18 and 2-19 of the SER. (Seeenclosure2).

F We previously submitted our SSER input to you on January 15, 1982. However

! at that time we were unable to completely close the cooling tower flood problem because the applicant had not provided an adequate response to l .

our concerns; consequently, our January 15, 1982 input was not included in I any of the SER supplements that have already been published. We have taken applicable portions of our Jante. ry 15, 1982 input and have incorporated i

those items here. Thus this input supersedes our January SSER completely.

This input addresses the only outstanding item that the Hydrologic Engineering

. Section identified in Section 2.4 of the SER and thus completes our Safety Evaluation of Waterford-3. .
