_Y_AMEE ATOMIC ELECTRIC COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY CPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Cormission) has issued Amendment No. 68 to Facility Cperating License No. CPR-3, issued to Yankee Atomic Electric Company (the licensee), which ' revised ,

the Technical Specifications for operation of the Yankee Nuclear Power Station (Yankaa-Rcwe)(the facility) located in Rowe, Franklin C unty, Massachusetts. The amendment is effective as of its date of issuance.

The amendrent revises the Technical Specifications to defer certain Inservice Inspection ant! Testing requirerents until the end of tne scneauled 1981 refueling outage, and supolements our authorization for these :hanges given on .;anuary 12, 1981.

l The application for the amendment complies with the standards and l

requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Conr.ission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations Prior in 10 CFR Chapter I, which are set forth in the license amendment.

I public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that oursuant to 10 CFR 551.5(d)(4) an environmental irpact statemann or negative i

declaration and environnental impact appraisal need not be prepared in connection with issuance of this amendment.
