JJUL 3 6 Ro Docket No. 50-255 Consumers Power Company A'ITN: Mr. R. B. DeWitt Vice President Nuclear Operations 212 West Michigan Avenue Jackson, MI 49201 Gentlemen:

Thank you for informing us on July 18, 1985 that you will be unable to fully meet Objective No. 7 of the ten objectives for the August 20, 1985 Palisades Plant Emergency Preparedness Exercise. This exercise objective involves the capability of obtaining a post-accident sample which includes preparation, transpc t, and subsequent analysis of the sample. From information received by Mr. James Patterson of my staff from Mr. James Brunet of your Palisades staff, a valve leakage in the Post-Accident Sample System (PASS) plus other hardware problems in the lines make the system inoperable. Your information stated that complete operability and testing of PASS may not be completed for 2-3 months. , ,

We also understand that " hands on" simulation of sampling of PASS plus preparation including the participants' use of anti-contamination clothing, and other necessary paraphernalia will be demonstrated during the exercise.

Thank you again for your timeliness in keeping us informed of emergency preparedness-related activities.

Sincerely, J

W. D. Shafer, Chief Emergency Preparedness and Radiological Protection Branch cc: D. J. VandeWalle, Director Nuclear Licensing J. F. Firlit, General Manager DMB/ Document Control Desk (RIDS) ,/
