VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND-2 WITHDRAWAL OF PROPOSED LICENSE AMENDMENT By letter dated January 16,1990, (Serial No.89-773) Virginia Electric and Power Company requested license amendments for North Anna Power Station to allow the use of solid stainless steel or solid Zircatoy-4 filler rods in place of fuel rods that are known to be failed, and removed the rod-uranium weight limit of 1780 grams. Two supplements to the amendments were submitted March 29,- 1990, and December 13, 1990 (Serial Nos. 89-773A and 89-773B, respectively). The first supplemental change modified the original submittal to be consistent with the guidance in Generic Letter 90-02, " Alternative Requirements for Fuel Assemblies in the Design Features Section of-Technical Specifications," dated February 1,1990. The second supplemental change proposed the use of a limited number of reconstituted assemblies and limited the number of filler rods in each of these fuel assemblies.

, On July 31, 1992, the NRC issued further guidance on this issue in the form of Supplement 1 to Generic Letter 90 02. We have reviewed the supplement and determined that our current request is not completely consistent with the NRC guidance on this issue. Therefore, we hereby withdraw the proposed license amendment request discussed above. At a later date, we plan to submit a new license -

amendment request that follows the guidance provided in Supplement 1 to Generic Letter 90-02 and removes the rod uranium weight limit of 1780 grams.
