Young of this office from October 27, 1992 - December 7,1992, at the Three Mile Island Nuclear Station. The inspection consisted of document reviews, interviews, and observation of activities relevant to the health and safety of the public. The results were discussed with Mr. T. G. Broughton and other members of your staff at the conclusion of the inspection period. Inspector observations indicated continued safe and conservative operation. This report discusses a violation which is not being cited because our review found that the issue was promptly raised to management attention, was of low safety significance, and was followed up with prompt and effective corrective actions, The issue concerned the reactor building atmospheric monitor not being properly returned to service during surveillance procedure restoration. Our decision not to cite this item is based on the NP.C Enforcement Policy goal of encouraging licensees to aggressively and thoroughly pursue self-identification and correction of problems. During the inspection period, the inspector noted that a missed core flood tank boron sampling surveillance had not been reported to the NRC as required. This issue is being cited as a violation under the NRC Enforcement Policy for which a formal response is required. You si'ould use the instructions in the enclosed Notice when preparing your response. I understand that your staff has disagreed with our conclusion and has argued that a nuance in your Technical Specifications renders NRC reporting requirements inapplicable to TM1 for this situation.
