This refers to the safety inspection conducted by hiessrs, J. hiacdonald, A. Cerne, and D. Kern,

of this of6cc from October 20 - November 23,1992, at the Pilgrim Nuclear Power Station,

Plymouth, hiassachusetts. Areas relevant to the health and safety of the public examined during

this inspection are described in the enclosed report, Our findings were based upon direct

observations of performance and independent evaluations of safety systems and quality records.

The preliminary results have been discussed with hir,13. Kraft and other members of your staff

at the conclusion of the inspection perieJ.

Sound safety perspectives were evident during the midcycle outage. The " system window"

approach to the outage schedule was effective in providing maximum availability and

coafiguration flexibility for Guld and electrical systems, Progress was observed in the area of

motor operated valve (htOV) actuator maintenance and testing, The salt service water system-

pipe replacement modi 0 cation has been well planned and conservatively executed Your issue

Team continues to approach the reactor vessel water level instrumentation issue in an effective

manner, appropriately integrating site-specific experience in response to the generic concern for

noncondensible gas accumulation in the reference legs.
