RMartin, RIV In acconfance with the Federal Emergency Managenent Agency (FEMA) rule, 44 CFR 350, the State of Texas submitted its State and associated local plans for radiological anergencies related to the Comanche Peak Stean Electric Station to the Regional Director of FEMA Region VI for FEMA's review and approval on June 10, 1982. The Regional Director forwarded his evaluation of the Texas State and local plans to me February 5,1985, in acconiance with section 350.11 of the nJ1e. His submission included an evaluation of the full-scale exercise conducted on Decenber 14, 1983, and a report of the public meeting held on January 24, 1984, which ex-plained the site-specific aspects of the State and local plans. On October 12, 1984, the Regional Director submitted an addendum to his report noting all of the recent revisiens to offsite plans and prepared-ness. This last effort has resulted in the resolution of the outstanding deficiencies.

Based on an overall evaluation, I find and detennine that the Texas State and local plans and preparedness for the Comanche Peak Stean Electric Station are adequate to protect the health and safety of the public in that there is reasonable assurance that the appropriate protective measures can be taken offsite in the event of a radiological energency. The adequacy of the public alert and notification systen has also been verified by FEMA in acconiance with the criteria in FEMA role 44 CFR 350; Appendix 3 of NUREG-0654/ FEMA-REP-1, Rev.1; and the " Standard Guide for the Evaluation of Alert and Notification Systens for Nuclear Power Plants" (FEMA-43).

The enclosed report entitled " Comanche Peak Stean Electric Station Site-Specific Of fsite Radiological Emergency Preparedness Alert and Notifica-tion Systen Quality Assurance Verification" summarizes the engineering design review, incorporates the results of the telephone survey of the public conducted immediately following the alert and notification syston activa-tion on March 27, 1985, and includes the results of the review of the other applicable evaluative criteria fron NUREG-0654/ FEMA-REP-1, Rev.1, and FEMA-43.
