ENf0RCEMENT CONFERENCE < BRUNSWICK This confirms the telephone conversation between Mr. R. B. Richey of your staff and Mr. H. O. Christensen of this office on November 5,1992, concerning-an Enforcement Conference to be conducted at the Region _ II Office, Atlanta, Georgia on November 24, 1992, at 10:00 a.m.
We requested this meeting to discuss the inadequately controlled Unit I reactor water level draining evolution which resulted in the inadvertent low level isolation of shutdown cooling on October 2, 1992. A proposed meeting agenda is enclosed.
Should you have any questions regarding these arrangements, we will be pleased to discuss them.

Discussion Of The October 2,1992, R. E. Morgan Unit 1 Reactor Water level Draining Event With Respect To:
a.
Inadequate Command, Control and Communications:
Inattentiveness and/or unawareness of draining evolution by cnntrol room operators.
Existence / tolerance of control room distractions (i.e., reading of non-operational material, excessive administrative duties, etc..).
b.
Inadequate Management /Prograamatic Controls:
Scheduling /providing clearance for the digital feedwater modification without adequately communicating, or compensating for, the disablement of the audible high/
low level annunciator.
Scheduled / planned use of RHR Loop B as a primary shutdown cooling nethod, despite a known valve deficiency.
Corrective actions taken on October 1,'1992, l
to preclude excessive vessel draining.
