Operating License No. OPR-73 Docket No. 50-320 Licensed Operator Requalification Training On September 5, 1984, the TMI-2 Licensed Operator Requalification Program was submitted for your review and approval. By your letter, dated February 11, 1985, comments on the subject requalification program were provided and additional information was requested.

This letter responds to your specific requests for information. In addition, a revision to the Licensed Operator Requalification Program is attached which incorporates NRC staff comments and other appropriate changes.

ATTACHMENT (4410-85-L-0127)

TMI-2 LICENSED OPERATOR REQUALIFICATION PROGRAM In response to the program evaluation forwarded to GPUN regarding the TMI-2 Licensed Operator Requalification Program, the following information is provided:

Section 7.2.1 (a) - Lecture Series Topic Selection The subjects of basic metallurgical concepts and corrosion theory have been considered for inclusion as separate lecture topics in the requalification training program. The effects that the Unit 2 containment building atmosphere has on components located therein and the characteristics and potential hazards of the fission product inventory in the systems have been addressed in numerous technical reports. The effects identified in these technical reports have been incorporated in operating, abnormal and emergency procedures and system design i descriptions. These procedures and system design descriptions have been l used over the last three training cycles to revise lesson plans for operator training. As a result of these changes and subsequent incorporation in lesson plans, there is no need to aadress these issues as separate topics in the requalification training program.

Section 7.3.4 - Skills Training Participation The program has been revised to delete the word " exercises". The annual reactivity manipulations shall be satisfied by participation in the manipulations or drills identified in the program. There will be no provisions for substitute exercises under the current program.

7.3.5 - Watchstanding The watchstanding requirements have been revised to ensure that each licensed operator actively performs licensed duties for the periodicity specified. These duties will not be performed under instruction as referenced previously.

7.3.5.1 - Annual Written Examination The wording of this section has been changed to reflect requalification program vice requalifiction cycle so that the examination is not limited solely to the material presented during the requalification cycle.
