NRC Letter from Alexander W. Dromerick to John J. Barton, dated April 10, 1992.
In accordance with 10 CFR 55.45(b)(5), attached is NRC Form 474, " Simulation Facility Certification", and the requisite supporting documentation to certify the Or ter Creek simulation facility consisting solely of a plant referenced simula~c meets the requirements cf 10 CFR 55.45.
The NRC letter referenced above granted GPU Nuclear an exemption from 10 CFR 55.45(b)(2)(iii) which allowed an extension of the certification deadline from March 26, 1991 (as specified in the rule) to December 31, 1992.
The Oyster Creek Plant Referenced Simulator was designed and constructed by Westinghouse Electric Corporation. Certification testing was performed at the Westinghouse facility in Monroeville, Pennsylvania during factory acceptance testing.
The simulator was delivered to Oyster Creek the weeks of November 23 and November 30, 1992. A supplemental report to this initial certification will be submitted by F:bruary 28, 1993 which will include a description of those characteristics that could not be tested or verified at the factory.
