Dear Mr. Cunningham:

b D

This is to inform y:u that Lccen Nuclear has completed effort b

--c N

reduce the plutenium invente,:7 held under License 5:01-1227 to 1 than 500 grams.

The residual material is in the form of standards and contaminated equipment and materials.

I t

Although license 5::M-1227 authorizes possession of up to 100 kg of plutonium, the quantity of caterial actually in possession is under-stood to be the basis for determining the level of protection required by 10 CFR 73.

Consequently, reduction of the inventory to less than 500 grams of plutonius ir believed to obviate compliance with portions of 10 CFR 73 that deal with the protection of strategic special nuclear material. Physical protection of the remaining plutonium inventory is provided in accordance with an approved security plan for material of low strategic signifi:ance which.eets the requirements of 10 CFR 73.E7.

Consequently, references in the pending Decon Nuclea.r license renewal application (XM-2' to security plans related to the protection of strategic special nu: lear material are no longer valid.

If a need exists in the future to increase our plutonium possession above 500 grams prior licensin: documentation, including a revised physical protection plan, will he suhmitted for review and approval.

A minor administrativa amenfment of XN-2 is needed as a result of t'.e inventory reducti:n to dele:s reference to the physical protection p'a.

for strategic special nuclear material.

That change will be incorport. ed in the normal c:urse of updating the document.
