?{i CCTV cameras will'be continuously monitored at a different physical location g

4 in the plant and located to provide.the necessary viewing area to ensure-a (p.. fire in this area would be easily detected. The use of CCTV cameras-will3 Cf allow for' the relocation of 'firewatch personnel from an environment where' there is continuous excessive noise and vibration to a location where such industrial hazards do not' exist.

' December 29, 1992-The District-plans to-utilize three Burle Model No.-TC650EA Premium CCD

cameras, each mounted _and fixed in a fashion to provide an optimum view of the

- fire area and the major equipment' from which a fire could credibly originate.

All three video' cameras will be monitored simultaneously by a dedicated continuous firewatch on a split screen monitor, located on the 903' elevation of the Control Building.

Installation of_the CCTV cameras and_ attendant circuits will be implemented by.an approved temporary modification package.-

Details regarding the cameras, monitoring equiptnent, and location'of the cameras with respect to the area being monitored are enclosed. Also enclosed, is information regarding the heat loading values of the major combustible cources located in the Control Building basement (882' elevation of the Control Building).

The 882' elevation.of the Control Building has a low combustible loading 1

(approximately 1600 Btu /sq. ft.).

The major combustible sources in this aren-require high temperatures (approximately 450*F.) in order to ignite. -The area-is currently-equipped with an area wide detection system, manual fire alarm, manual i inch hose station, and a portable CO2 extinguisher.. Civen the proximity of the proposed remote firewatch monitorin6' location (903' elevation of the Control Building) and the lack of intervening radiological hazards, immediate visual-detection, verification, and response to a fire'can be easily-accomplished.

For the above reasons, the District requests NRC approval for the use of remote CCTV cameras as an equivalent means of meeting CNS Technical Specification 3.19.B as it pertains specifically to the two inoperable'Thermo-Lag 330 one hour barriers. The District will not proceed with the installation or use of the above described cameras-until such approval in received.
