The Comunission's regulations on fees (10 CFR 170) as revised effective June 20, 1984, made the following changes relating to topical and other reports and lumendments or revisions to accepted reports filed on or after March 23, 1978:
1.
Require that bills for review costs be issued at six-month intervals as the review pmgresses (10 CFR 170.12(f)) in lieu of after the review is completed.
2.
Add a requirement that each new report and each amendment or revision to an accepted report filed on or after June 20,1984, be accompanied by a $150 application fee (10 CFR 170.12(f) which is subsequently credited to the account when the first bill is issued 4
for the report.
3.
Establish that no report review will be less than $150 (Footnote 2 to the Schedule of Fees in 10 CFR 170.21).
l The review cost assessed for each topical report and each amendment or revision to an accepted topical report continues to be based on full costs not to exceed $20,000 (10 CFR 170.21.J). All other reports are based on the full cost for the review, but have no ceiling (10 CFR 170.21.J.4),
As required by 10 CFR 170.12(f), we have completed the collection of cost data for your Topical Report No. CEN-203 on Justification of Small Break LOCA Methods which was filed by The Owners' Group in March 1982.

In instances where the review of a report is still pending completion by the NRC, as is the case for CEN-203, and the cost through June 23, 1984, is less than $20,000, subsequent bills for the report will be sent to you at six-month intervals approximately 90 days after the end of each six-month billing cycle which closes in June and December of each year as additional review time and contractual costs are expended. For any reports where reviews have been totally completed since June 23, 1984, and you have not yet received a bill, they will be billed separately after all cost data have been provided for them.
