This refers to the inspection conducted by Mr. C.~ A. Hackney, of this office

during the period May 6-10, 1985, of activities authorized by NRC Operating

License NPF-38, for Waterford 3 Steam Electric Station, and to the discussion

of our findings with R. P. Barkhurst and other members of your staff at the

conclusion of the inspection.

A'reas examined d'uring the inspection included knowledge and performance of

duties, emergency prepar.edness program review, evaluation of exercises, and

changes to the emergency' plan. Within these areas, the inspection consisted of
