Docket Nos. 50-361 and 50-362 Amendment Application Nos. 128 and 112 Changes to Technical Specifications 3.2.1, " LINEAR HEAT RATE " and 3.2.4, "DNBR MARGIN" San Onofre Nuclear Generating Station Units 2 and 3 Enclosed are Amendment Application Nos. 128 and 112 to Facility Operating Licenses NPF-10 and NPF-15 for San Onofre Units 2 and 3, respectively.
These amendment applications consist of Proposed Change Number (FCN) 325.
PCN-325 is a request to revise Units 2 and 3 Technical Specification (TS) 3.2.1,
" LINEAR HEAT RATE" and TS 3.2.4, "DNBR MARGIN" and the corresponding Bases.
This amendment request increases the ACTION time from 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> to 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> when the Core Operating Limit Supervisory System (COLSS) is out of service.
During the 4 hour4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> ACTION period new Surveillance Requirements will verify every 15 minutes that no adverse trend in Departure from Nucleate Boiling Ratio (DNBR) margin or Linear Heat Rate (LHR) will occur.
In addition, new power reduction requirements are proposed when the Limiting Conditions for 09erability cannot be met from " HOT STANDBY" to "less than or equal to 20% Rated Thermal Power."
This proposed change increases the time allowed to restore the COLSS if it becomes inoperable and thereby avoid unnecessary reductions of power.
The proposed COLSS out of service actions are acceptable becaut.e the loss. of COLSS operability alone neither indicates an actual loss of-safety margin or that an immediate change in plant operation is necessary.
Furthernoce, the new surveillance requirements will increase monitoring to assu w there is no adverse trend in DNBR margin or LHR.
