Programe In the October 30, 1992, letter, SCE provided a schedule for implementationofthePhaseIvalves[newvalveswhichwereaddedtotheIST program as a result of Generic letter (GL) 89-04] and committed to develop and transmit to the NRC a schedule for implementation of the Phase 11 valves (new testing requirements for valves already in the IST program which require additional testing as a result of GL 89-04) by December 31, 1992. Also, the Phase !! totals have been updated following the submittal of the October 30, 1992 letter. Approximately 250 valves were found to require additional testing (Phase 11) instead of the previously reported estimate of 180 valves.
The Phase 11 valve tests that are practical to aerform during plant operation will be incorporated into the IST program and t1e tests will be initially performed by July 1, 1993. SCE currently estimates that 25 to 35 percent of the tests added by Phase 11 will be performed during) plant operation.
The Phase 11 valves that cannot be tested at )ower (quarterly will be added to the IST program according to the same sctedule as the Phase I valves.
1herefore, all Phase I and Phase 11 valves that can be tested during cold shutdown will have test procedures written and be added to the IST program by the beginning of the Unit 2 Cycle 7 refueling outage and these valves will be cold shutdown tested during the Cycle 7 refueling outage for each unit.

D9cusaent Control Desk. t for valves that cannot practically be tested during the Cycle 7 refuelin outages. SCE will review the need to submit Valve Relief Requests (VRRs)gand/or implement appropriate plant modifications.
If plant modifications are needed to support testing of Phase il valves, these modifications will be implemented during the Cycle 8 refueling outage for each unit.
Testing of the valves requiring plant modifications will be completed by the end of the res)ective Cycle 8 outage, i f VRRs are required, they will be submitted for bot 1 the Phase I and Phase 11 valves as one package by August 18, 1993.
This changes the commitment to have the VRRs submitted by March of 1993, which was made in the i
referenced letter, because this will allow us to coordinate preparation of the t
VRRs with preparation of our IST program for the second ten year interval.
