The Nuclear Regulatory Conmission (the Comntssion) has found that:
A.
The aopliption for amendment by llortheast Nuclear Energy Company (the licensee) dated December 27, 1976, as supplemented by letters dated July 27, 1977, J anuary 16, 1979 and October 31,19P0, complies with the standards and requirements of the Atonic Energy Act of 1954, as anended (the /ct) and the Connission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in confor.oity with the application, the provisions of the Act, and the rules and regulations of the Conmission; C.
There is reasonable assurance (i) that the activities authorized by this a andnent can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuan:e of this amendment vill not be inimical to the common defense and security or to the health cad safety of the public; and E.

Specifications as indicated in the attachment to this license a~.endment, and peragraph 2.C.(2) of Facility Operating License Ho. OPR-65 is hereby amended to read as follows:
(2) Technical Specifications The Technical Specifications contained in Appendices A and B,'as revised through Anendment No. 67. are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.
3.
This license amendraent is effective as af the date of its issuance.

APPLICABILITY: As shown in Table 3.3-6.
ACTION:

With a radiation monitoring channel alarm / trip setpoint ex-ceeding the value shown in Table 3.3-6, adjust the setpoint to within the limit within 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> or declare the channel in-operable.
b.
With one or more radiation monitoring channels inoperable, take the ACT10f1 shown in Table 3.3-6.
The provisions of Speci-fications 3.0.3 and 3.0.4 are not applicable.
SURVEILLANCE REOUIRE!'ENTS 4.3.3.1 Each radiation monitoring instrumentation channel shall be demonstrated OPERAELE by the performance of the CHAl1NEL CHECK, CHANT 1EL CALIBRAT10:1 and CHA!4t;EL FUtiCT10NAL TEST operations during the modes and at the frequencies shown in Table 4.3-3.
