NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY.

OPERATING LICENSE The U. S. Nuclear. Regulatory Commission (the Concission) has issued Anendment No. 66 to facility Operating License No. OPR-65 issued to the Northest Nuclear Energy Company, the Connecticut Light and Power.
l Conpany, the Hartford Electric Light Company, and the Western Massachusetts Electric Company (the' licensee), which revised Technical Specifications for operation of the fli11 stone Nuclear Power Station, Unit No. 2 (the facility) located in the Town of Waterford, Connecticut. -The amendment is l
effective as of its date of issuance.
The amendment incorporates certain of the Lessons Learned Category "A" requirements related to the Three liile Is. land Accident.
The application for the amendment complies with the standards and requirenents of the Ato'nic Energy Act of 1954, as amended (the Act),
and the Coanission's rules and regulations..The Comnission has made appropriate findings as required by the Act and the Conaission's rules and regulations in 10 CFR Ch6pter I, which are set forth in the license a:"endmant. Prior public notice of this amendment was not. required since the amendaent.does not involve a significant hazards consideration.
