Docket Nos. 50-361 and 50-362 Amendment Application Nos. 129 and 113 Changes to lechnical Specifications 3/4.3.2 and 3/4.3.3 San Onofre Nuclear Generating Station Units 2 and 3 Enclosed is Amendment Application No. 129 and Amendment Application No. 113 to facility Operating Licenses NPF-10 and NPF-15 for the San Onofre Nuclear Generating Station (SONGS) Units 2 and 3, respectively. These amendment applications consist of Proposed Technical Specification Change NPf.10/15-405 (PCN-405).

PCN-405 is a request to revise Technical Specification (TS) 3/4.3.2, " Engineered Safety feature Actuation System Instrumentation "

and TS 3/4.3.3, " Radiation Monitoring Instrumentation" for SONGS Units 2 and 3.

SCE has reviewed the design basis for the Control Room Isolation System (CRIS) particulate / iodine channel and determined that it is not necessary for this channel to perform an ESFAS function.

The existing CRIS noble gas radiation monitoring channels meets all of the design basis criteria and adequately performs the required ESFAS functions. We propose to eliminate the TS requirements and ESFAS circuitry for the LRIS particulate / iodine channel.

This proposed change would avoid future spurious CRIS actuations and eliminate the need to perform unnecessary maintenance and TS surveillance activities.
