EXEMPTION FROM THE REQUIREMENTS OF 10 CFR 50, APPENDIX E, (IV)(F)(2) - SCHEDULAR REQUIREMENTS FOR CHERGENCY PLAN EXERCISE -

TROJAN NUCLEAR PLANT (TAC NO. M85146)

By letter dated December 11, 1992, Portland General Electric Company (PGE),

requested a one time schedular exemption from the requirements of 10 CFR 50, Appendix E, (IV)(F)(2) to defer the completion of 1992 annual emergency plan exercise for the Trojan Nuclear Plant until the first quarter of 1993.

Title 10 of the Code of Federal Regulations, Part 50, Appendix E, Paragraph IV, Section F, item 2 requires that each licensee annually exercise its emergency plan. Due to a steam generator tube leak and subsequent shutdown at the Trojan Nuclear Plant, the initial scheduled date for the exercise of November 17, 1992 was deferred until December 15, 1992. However, as a result of the continued forced outage, the annual exercise could not be practicably performed on December 15, 1992. The plant is not expected to operate until afiter January 1,1993. The one time schedular exemption will allow the 1992 ensrgency plan exercise to be deferred until the first quarter of 1993. This exercise should be conducted before March 31, 1993.

The Commission has granted this exemption pursuant to 10 CFR 50.12. A copy of the exemption is enclosed and is being forwarded to the Office of the Federal Register for publication.
