Thank you for your letter dated May 15, 1985, in response to our Confirmatory Action Letter (CAL) dated April 4,1985, and our subsequent letter of April 12, 1985. My staff has reviewed your response and determined that the provisions of the CAL and our additional April 12, 1985, request with respect to the Control Rod Drive Mechanism (CRDM) Leaf Spring failures, have been adequately addressed.

In regard to Item 1 of the CAL, we understand Toledo Edison Company will detemine if previous testing is adequate to satisfy the testing recontrended in Enclosure 2 (B&W Report, " Preliminary Examination of CRDM Leaf and Foreign Debris Samples"), page 26, Item 3 of your May 15, 1985, response. If such testing has not been previously completed, we understand you will perfom the

- B&W reconsnended test to determine the possibility of hydrogen embrittlement of the CRDM leaf springs. We understand that any test results will be addressed i in your " Failure Mechanism Validation Program" report and that you will submit a copy of the report to Region III. These matters were discussed during a i

2 telephone conversation between the NRC and your staff on May 24, 1985.
