SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 85 TO PROVISIONAL OPERATING LICENSE NO. DPR-16 GPU NUCLEAR CORPORATION AND JERSEY CENTRAL POWER & LIGHT COMPANY OYSTER CREEK NUCLEAR GENERATING STATION DOCKET N0. 50-219

1.0 INTRODUCTION

By letter dated December 24, 1984, GPU Nuclear (the licensee requested an amendment to Provisional Operating License No. DPR-16 for the Oyster Creek Nuclear Generating Station (OCNGS). This amendment would delete Sprinkler System number 13 from required fire detection instrumentation and spray /

sprinkler systems in TS Tables 3.12.1 and 3.12.2 of the Appendix A Technical Specifications (TS).

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Register on February 27, 1985 (50 FR 7990).

No public comments or requests for hearing were received.

2.0 DISCUSSION AND EVALUATION The Laundry Room in the office building on the 35'-0" elevation is being converted to a count room containing electronic equipment. Sprinkler System #13 was originally installed to protect cables in conduit passing through the laundry area from a fire in the accumulated clothing in laundry bins. However, none of these cables are needed for safe shutdown.

With the conversion of the laundry facility, the combustible loading due to accumulated clothing will no longer exist. Sprinkler System #13 is no longer necessary to mitigate the fire hazard in the laundry bins because electronic test equipment will be installed in the area and it could be vulnerable to water damage in the event of inadvertent initiation of the sprinkler system. Also, the licensee could not shield the equipment without compromising the design of the sprinkler system. The removal of the system does not affect the level of fire protection.

Based on the above, the staff concludes that the licensee's proposed changes to delete the sprinkler system from Table 3.12.1, " Fire Detection Instrumentation", and Table 3.12.2, " Spray / Sprinkler Systems", of the OCNGS TS are acceptable, h hh j

3.0 ENVIRONMENTAL CONSIDERATION

This amendment involves a change in the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20.

The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner; and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public.
