SUMMARY

OF MEETING HELD ON MAY 29, 1985, TO DISCUSS THE CP&L RESPONSE TO GENERIC LETTER N0. 84-09

Background

.The rule on hydrogen recombiner capability was issued on December 2, 1981.

On May 8, 1984, the staff completed an evaluation of the BWR Mark I Owners Group report and issued Generic Letter No. 84-09. This letter provided-criteria by which licensees could determine whether the hydrogen recombiner capability was required. On June 8, 1984, CP&L responded by stating that m the Brunswick facilities meet Criteria 1 and 3 and, with modifications, J .

would also meet Criterion 2. On. January 15, 1985, the staff requested additional . information. On March 1, 1985, CP&L respended. On March 26, 1985, the staff reiterated the request based on a conflicting interpretation of' Criterion 2. CP&L responded on April 26, 1985 requesting a meeting to clarify and resolve the issue. This meeting was held for that

-purpose. Attendees are listed in the enclosure.

Sununary CP&L presented information regarding the Brunswick facilities and how it felt the facilities met Criterion 2. This was based in part on the CP&L interpretation that Criterion 2 applied only during a Loss-of-Coolant accident (LOCA). The staff position was that Criterion 2 applied during normal operation as well as during a LOCA.

The Brunswick facilities are different from other Mark I BWRs in that the instrument air system'is not designed to recycle containment atmosphere.

It is, therefore, not as simple for the Brunswick facilities to comply with the nomal operation requirement as it was for other Mark I BWRs. Various factors, which would compensate for using air during normal operation, such as monitoring Tech Specs, alarm, etc., were discussed.

Conclusion CP&L will respond to the March 26, 1985 Request for Additional Information based on the above discussion. The response will provide an analysis of how the Brunswick facilities will meet the intent of Criterion 2 by the.use of compensatcry factors and therefore also comply with 10 CFR 50.44. The response will be on or about July 15, 1985.
