The intent of this require'ient was to provice at least a minimra level of expertise in radioloqical protection at the operatinn shift crew l evel.
It ws intendec that these radiation protection personnel weuld perforn routine radiction rnonitoring activities ana thcreby supple :ent licensee ef forts to maintain radiation exposure and release of radioactive effluents "as la as is reasonably achievable".
As a result of recent 40.C staff discussions, we have fonnlized our position renardino the necessary activities " individuals qualifiad in radiation protection procedures" should be able to perform. Tnese activities and related clarifyino infomation are presented for your infomation in the attached enclosure.
The 01/2 Inspecter assigned to your facility will De using these same criteria in #temininp whether your desianated individuals meet these requirerents. We recomend you review the enclosed criteria pronntly so that you may take any action necessary to meet the requi rements.

1 Consumers Power Company pr 3 gyf We also note that your facility technical specifications do not require that the individual perfoming the function of Radiation Protection f4anager (RPM) meet the minimum qualification requirements of Regulatory Guide 1.6, September 1975.
As stated in this guido, it is the NRC position that if the RPM is reassigned or the incumbent replaced, the nett D Pfi should have qualifications eauivalent to those stated in this guide.
To implement this provision, we request that you deternine if the individual perforning the function of Radiation Protection lianacer meets the mininun qualifications of Regulatory Guide 1.8, Septecher 1975.
In the event the RPM is so qualified, you should'pr'opose a technical specification to be included in the Administrative Controls Section which states that "the RPH (or ecuivalent position title, e.g.
Chemistry and Radiation Protection Supervisor) shall meet or exceed the cualifications of Regulatory Guide 1.8, Septener 1075".
In the event you determine that the present incumbent does not roeet the minimum reouirements of the cuide, you should advise us of this fact and provide a written cocriitmerit that the successor to the incunbent will be so qualified and that you will pro:ose a technical specification to that ef fect at that tire.
The above action should be completed within (.0 cays of receipt of this letter.

CRITERI A FOR " INDIVIDUALS QUALIFIED IN RADIATION PROTECTION PROCEDURES" An individual is considered to be qualified in radiation protection procedures when a licensee certifies that each designated individual is capable of successfully accomplishing tne following activities as required by federal regulations, license conditions, and facility procedures pertaining to radiation protection.
1.
Conduct special and routine radiation, contamination and airborne radioactivity surveys and evaluate the results.
2.
Establish protective barriers and post appropriate radiological signs.
3.
Establish means of limiting exposure rates and accumulated radiation doses, including the use of protective clothing and respiratory protection equipment.
4.
Perform operability checks of radiation monitors and survey mete rs.
5.
Recommend appropriate inimadiate actions in the event of a radiological problem cad perform necessary activities until the arrival of health physics personnel.
6.
Conduct other routine radiological duties (e.g., TS surveillance items) as may be required on backshifts or weekends.
