Dear Mr. Lewis:
This letter is in response to your postcard of March 27, 1992, to Charles E.
Rossi of the Division of Operational Events Assessment.
Your postcard referenced NRC Information Notice 91-80:
" Failure of Anchor Head Threads-on Post-Tensioning System During Surveillance Inspection at the Oconee Nuclear-Station" and noted your concern about the adequacy of the safety measures being taken for the workers during such surveillance testing, i
Although your concern regarding the health and safety of workers is within the scope of responsibility of the Occupational Safety and Health Administration (OSHA) and would normally be addressed by them, the U.S. Nuclear Regulatory Commission has an ancillary responsibility to advise OSHA when we believe there are occupational health'and safety concerns. Therefore, we initiated a review of actions being taken to address this issue. As a result of-our review, we have learned that Duko Power Company has revised their procedures and now has procedures in place to increase the safety of the worker environ-ment during such tendon testing.
We have, therefore, determined that there is no need for NRC to advise OSHA of a potential occupational safety concern in this case.
