Your request included discussions of the problems encountered in meeting the August 24, 1978 date, the compensatory measures to be irslenented penoing completion of tt:e progran, and your program scheaule showing the end of " arch 1979 for final inplementation. You inuicated that the schedule sutwitted aid not include any contingencies for late delivers, strikes or unforeseen problems and therefore you regt:ested an exemption until August 1979.

On July 5,1978, the Comission approved a one-tiae extension to delay full icpler.:entation of 10 CFR 73.5S for all plants until Fetsruary 23, 1979. Since this one-tine extension has been approved and your latest schedule inuicates that 1.npler.,entation can be completed oefore August 1979, your request for an exemption is denied. Therefore, you should take whatever extraordinary reasuros are required to conplete the icplenentation of 10 CFI 73.55 by February 23, 1979.
