RE: AMEt!D!iENT T010 CFR 73.55 hat copy JRBuchanan (has copy) OEtpu.D p...(y ow. w j a, This letter is being sent to all licensees authorized to operate a nuclear power reactor and to all applicants with applications for a license to operate a poacr reactor to advise you that the !!uclear Regulatory Cornission has published in the TEDIRAL REGISTER (Vol. 42, t'o.189, Septcmber 29,1977) en effective amendment to its regulation 10 CFR 73.55, " Requirements for Physical Protection of Licensed Activities in Nuc1 car power Reactors Against lndustrial Sabotage."

A copy of uhe FEDEIU.L REGISTER notice is enclosed. The amendment delcys implementetion of the physical search requirenmot of paragraph (d)(1) for regular employees of a licerace at the site at which the licensee is authorized to operate a nuclear power rec;.'.or until August 24, 1978 unless the Cocaission directs otherwise prior to that date.

In keepirig with the above, the NRR steff position as to acceptable methods of implencnting the attached effective rule has been changed.

Guidance (dated September 30,1977) for c'. . plying w'th the perform:nce requircnent of paragr.aph (d)(1) for searching of all individuals entering the protected area is enclosea.
