On April 24-25, 1973, ineebers of the licensing staff visited .

the site of the proposed Vogtle Nuclear Plant to obtain a first hand knowledge of the site and environs and to discuss possible problem areas with appropriate representatives of the applicant.

A summary of the visit and discussions is in Enclosure 1.

f ENCLOSURE NO. I SITE VISIT - ALVIN U. V0GTLC NUCLEAR PLANT April 24-25, 19 7 3 On April 25, 1973, a visit was made to the site selected for the Vogtle Nuclear Plant to f amiliarize the AEC Site Safety personnel with the locatien and the plant environs. Representatives of the applicant, familiar with the site and plant design features, were on hand for diacussions with AEC personnel. A list of attendees for the site visit is in Enclosure 2.

We met with the applicant's representatives during the evening of April 24, 1973, to arrange final details of the schedule for the following day and to divide the attendees into appropriate groups for the tour and discussion of site related matters.

The applicant had arranged for a light aircraf t and a boat to be available on April 25th for overflights of the site and

  • for travel along the Savannah River adjoining the plant site.

We had previously forwarded to the applicant lists of draf t questions and general areas of concern which we felt should be addressed during the visit. These were used as the basis for scheduling the activities and discussions, and for arranging for appropriate personnel to be present.

On April 25th, the attendees proceeded by groues to their respective areas of interest. Several overflights of the site and surroundings were made during the day with interested staff personnel partici-pating. Others used the boat for travel along the river near the plant site to examine the outcroppings of the soil structure underlying the plant site. On the tour of the site we examined and discussed the core drill samples, test wells, site topographic features, meteorologic tower, ground water, and other items of specific interest to individual staff members.

During the af ternoon and into the early evening, the individual groups met with t e and the applicant's project management personnel

  • to discuss the activities of the day and to report on the status of their visit and discussions. In particular, we discussed the draft questions that had been forwarded earlier to ascertain which of these had been resolved or what further effort would be required by the applicant. In mout cases , additional documentation will be required from the applicant. However, the discussions afforded the cpportunity to determine more precisely the nature of the staf f concerns, such that the applicant can be working on solutions prior to receipt of formal question lists.

In my view, the visit was very productive, both in terms of acquiring a first hand knot. ledge of the site and environs and in terms of meeting and discussing problem areas with the various representa-tives of the applicant. It should help to expedite the licensing review of site related matters pertaining to the Vogtle plant.
