Dear Mr. O'Neill:
We appreciate the copy of the reports from the Advisory Committee on Reactor Safeguards concerning three projects, especially the Menticello Nuclear Generating Plant Unit 1, received on June 2o, 1970.
As part of a " piping system" myself, I called several of this office's media contacts to giye them the information contained in the rcp orts.
However, I found mysle)f lost in several instances, and contributing to
~q confusion. Not being familiar with the backround leading up to the reports, and several terms used in the reports, I would appreciate some I '<
backround information from your office.
The role of the " safe ends" was confusing. From one descriptien these were said to te short sections of pipe welded to the reactor vessel nozzels at the fabricating shop to permit field installation of piping systems that connect to the reactor vessel.
Are these discarded after field installation? Also, could you forward a diagram pointing to the " safe ends" relaticnship to the reactor picture.,.
What it all really came down to is that I had en my hands a sclution 3
to a problem when I really did not understand the problem.

As I understand from the report all defective safe ends were either cii replaced or clad with a weld cverlay. From a New York Times article iO, P i'

previous relationship with reactors was the Kerr-McGee operation in Oklahoma -- I fault myself at not saving the excellent explanation package that came with the operation's opening. Confessing my position, I would

appreciate any infomation that you might have to put the Monticello report into perspective.
