This application for an amendment to the James A. FitzPatrick Technical Specifications revises Surveillance Requirement 4.3.B.1, and the associated Bases section, to reflect the improved Standard Technical Specifications (STS) surveillance for determining whether a control rod drivs (CRD) is coupled to its respective control rod. The use of improved STS criteria provides an improven.ent in determining control rod /CRD coupling integrity and ls consistent with the NRC's "line item" improvement of technical specifications.
The proposed change to the Technical Specifications is Attachment I to this Application for Amendment to the Operating License. The Safety Evaluation for the proposed chan00 is included as Attachment 11.
